An Open Letter to the Leaders of the United States of America, India, Japan, Australia, New Zealand, United Kingdom, France, Germany and to the Secretary General of the United Nations Iran – China 25 years agreement October 2020

Your Excellency

We, the undersigned, would like to bring to your attention the Iran-China 25-year agreement, which is a major threat to world peace and stability due to the unprecedented economic, military, and technological collaboration between the two totalitarian regimes.

As you know, China’s global ambitions are long term and this agreement is a huge step forward for the communist government of China. Furthermore, Iran would serve as a regional hub for the Belt & Road initiative giving China extraordinary access to the region.

A section of the draft agreement reveals the high-level military cooperation between the two regimes. This includes, shared development of defense industries, intelligence sharing, and joint military maneuvers. In fact, China and Iran have been working on a large arms deal timed to coincide with the ending of the UN Security Council arms embargo.

History has shown that the Islamic Republic of Iran and the People’s Republic of China are totalitarian regimes with expansionist policies contrary to democratic values. We have once again reached the point of confrontation between democratic nations and totalitarian regimes seeking to change the world order.

This unholy alliance between communism and political Islam will have several catastrophic consequences for the people of Iran and the International community. It will significantly increase the influence of China and the Islamic Republic in the region. In doing so, the two regimes will increase support for terrorist organizations in line with their geopolitical ambitions which seek to control key strategic locations. Evidently, this dangerous alliance will be a significant strategic threat to the peace and stability of the world.

However, the Islamic Republic has reached a dead end. On the one hand, due to the opposition of a large part of the people of Iran, but also Lebanese and Iraqi citizens to its corrupt and terrorist system and on the second- hand thanks to the USA policy of maximum pressure.

It is significant to note that during these last forty years, the theocratic regime in Iran has shown that it is unable to change its behavior and act like a normal state despite multiple negotiation opportunities.

While the Iranian people have repeatedly shown that they are a natural ally of the free world because they share the same democratic values and have common interests.

Furthermore, based on these values and international law, the 14 + 14 Declaration was published in June 2019 in Iran by political opponents, to show the legitimate demands of the Iranian people. This declaration was supported by millions of Iranians, who called themselves the "15th person" and demanded Ali Khameneis resignation, the dissolution of the Constitution of the Islamic Republic, and holding a free referendum to achieve a secular democratic government.

We respectfully ask you to join an international coalition in order to support the will of the Iranian people looking for a peaceful transition to democratic principles under the rule of law.

To conclude, your support would serve as a catalyst for the democratic aspirations of the Iranian people as well as the security and stability of the region and the International community.

Dear President Biden:

We extend our congratulations on your election as the 46 th President of the United States of America. Best wishes for the success of your Administration.

We, the signatories of the Coalition of Committed for a Secular Democratic Constitution in Iran, would like to take thisnopportunity to bring to your attention the vital necessity of the alignment of people of Iran’s interest in their relationship with the United States in particular, people of Greater Middle East and the international community at large.

Since 2015, the aspirations of the Iranian people for a Secular and Democratic Constitution have appreciated, significantly. Following the JCPOA agreement, when Iran received substantial financial benefits, the Islamic Republic lost a major opportunity to implement meaningful welfare reforms for its people, to stop its malign behavior, and pursue a policy of harmony and peaceful coexistence with the regional countries. Instead, the regime spent billions of dollars gained from the Iran nuclear deal on exporting its totalitarian ideology by providing funds to terrorist networks, developing missile technology as offensive leverage to dominate the Persian Gulf and beyond, and causing chaos in the Middle East.

As you may know, Iranian people for a long time have been expressing their discontentment with Islamic Republic Government and their determination for a fundamental change. The nationwide protests in the Winter of 2017-2018 and in November 2019 are the latest affirmation of the Iranians resolve in establishing a democratic rule of law. The regimes brutal security forces confronted the non-violent protestors, silenced their voices, killed more than 1500 Iranians, and arrested more than ten thousand innocent people.

In June 2019, the Declaration of 14+14 was drafted and signed in Iran. The signatories represent a sample of the cross-section of Iranians. The Declaration has the support of millions of Iranians demanding the resignation of Ayatollah Ali Khamenei (under the Islamic Republic Theocratic Constitution) and the elimination of the IslamicRepublic Constitution in favor of a non-violent transition to a Secular Democratic Constitution through an organized referendum under the supervision of the United Nations and other appropriate international organizations.

Today, despite the regimes brutal confrontation against protesters and the lack of proper medical planning against the COVID-19 crisis, Iranians continue their protests and strikes against the Islamic Republic and Ayatollah Ali Khamenei, nationwide. The theocracy in Iran has lost its legitimacy with its people. In March 2020, the absolute majority of people in Iran demonstrated the lack of legitimacy of the Islamic Republic by boycotting the parliamentary election.

The events in Iran in conjunction with the signing of the Abraham Accords signals a significant geopolitical shift in the Middle East. Indeed, the Islamic Republic is experiencing a decline in its influence in Syria, Lebanon, Iraq, and throughout the Greater Middle East. As a result of this momentous reality, the Islamic Republic Theocracy is on the verge of collapse.

Mr. President, we firmly believe that the new political reality in Iran and the Middle East has provided the Iranian people with a historic opportunity to achieve a peaceful transition to secular democracy. Therefore, we respectfully request your Administration to take the following factors under advisement in your Iran policy:

  • Recognition of the majority of the Iranian people’s aspiration and interest for a Secular Democratic Constitution over the survival of the Islamic Republic Theocracy;
  • Maintaining maximum political, diplomatic, and financial pressure on the regime;
  • Advocacy for human rights in Iran and release of all political prisoners and those imprisoned for their personal views;
  • Supporting the Iranian’s determination in seeking a secular democratic government through a non-violent, free, and fair referendum.

Your Excellencies,

We, the signatories of coalition of committed for a Secular Democratic Constitution in Iran are writing to you on behalf of millions like-minded of Iranian people supporting political, civil, religious, women rights and ethnic activists in advocating for a peaceful transition of power from the current Iran’s religious kleptocratic Government and its Constitution to a Secular Democratic Constitution through a national referendum to be sponsored and monitored by the United Nations Security Council.

Iranian people over last 42 years have been subjected to a brutal and inhuman treatment by the religious kleptocracy of Iran’s Islamic Republic rulers. Equally in past years, Ali Khamenei the leader (velayat-e faqih) of Islamic Republic of Iran is responsible for ordering the security forces to confront the peaceful protesters such as in November 2019 that resulted in killing of over 1,500 people and arrest of over ten thousand innocent citizens.

Today, despite the regimes brutal confrontation against protesters and the lack of competency for proper medical planning against the COVID-19 crisis, Iranians continue their protests and strikes against the Islamic Republic andAyatollah Ali Khamenei, nationwide. The theocracy in Iran has lost its legitimacy with its people and  the greater Middle East.

Since 2015, the aspirations of the Iranian people for a Secular Democratic Government have appreciated, significantly. Iranians are demanding the resignation of Ayatollah Ali Khamenei and the elimination of the Islamic Republic Constitution in favor of a non-violent transition to a Secular Democratic Constitution through a free, fair and impartial ballot.

We believe the United Nations Security Council has the power and moral obligation to enforce such transition for the “Human Rights” of Iranian people that are suffering, tortured and killed every day in the prisons of the Islamic Republic. Equally, this action by the Security Council will provide the opportunity for Iranian people to live in harmony, safety, security and peaceful coexistence with other nations in the Middle East and beyond.

As with the case of South Africa in the 1990’s, the world can come together, especially with the leadership of the permanent members of the Security Council to utilize sanctions to bring an end to the horrible human rights abuses being committed by the Islamic regime in Iran. The world can do this through the use of a national referendum on the legitimacy of the government as was done in Chile in 1978. It is an undisputed fact that a referendum in Chile was held only after accusation of grave human rights violations by the United Nations that forced Augusto Pinochet, Chile’s absolute leader, to hold such a referendum.

It is also a matter of fact that in today’s international community there is a growing consensus that human rights transcend national boundaries, limiting the protection of former heads of states and even the privileges of national autonomy.

We are respectfully requesting that the international community through the United Nations Security Council to engage, on behalf of innocent Iranian population that have been killed, missing, tortured and imprisoned by Iranian religious kleptocratic regime for expressing their democratic views, for a peaceful transition to a Secular Democratic Government.
